Hand signed in ink by Generalfeldmarschall Werner von Blomberg, although at the time of signing he was Reich War Minister which is shown on the citation. He was also Commander in Chief of the Wehrmacht.
Legend states..
"I execute this document in the expectation that the appointee, faithful to his oath of service, will fulfill his official duties conscientiously and justify the trust that will be proven by this appointment. At the same time he can be sure of the protection commanded by the Führer and Reich Chancellor".
